They are very close, and this not a poli sci class and it IS a webcomic discussion 🙂 However, you are right: That’s the way it is normally phrased, because that’s what Authority figures frequently do: pass laws to expand their authority into domains where they do not currently have power. Most powerful figures without legal authority (like a religious leader, celebrity, or artisan) don’t run for office to gain power, they expand their support base.

It must be working. Pretty much everything I know about Transformers, I learned through osmosis from reading Willis’s comics.
I have two sources. Willis is one and Jackie Wolenhaus (Between Failures, which I highly recommend) is the other.
Wolenhaus’ social media accounts are as full of Transformers as Willis’ is.
Wacky Professor Robin is really good at making the part of me that controls laughter forget that she used to be Amoral Congresswoman Robin.
